Disaster Prevention
The outright avoidance of adverse impacts of hazards and related disasters. It expresses the concept and intention to completely avoid potential adverse impacts through actions taken in advance such as construction of dams or embankments that eliminate flood risk, land-use regulations that do not permit any settlemnt in high-risk zones, building in anu likely earthquake (RA 10121).
Disaster Mitigation
The lessening or limitation of the adverse impacts of hazards and related disasters. Mitigation measures encompass engineering techniques and hazard-resistant construction as well as improved environmental policies and public awareness (RA 10121).
GOAL
Reduce the vulnerability and expose of the community through application of various mitigation and prevention measures while enhancing their capacity to adapt to various environmental concerns such as climate change.
OBJECTIVES
The objectives for disaster prevention and mitigation were lifted from the National Disaster Risk Reduction and Management Plan 2020- 2030. These highlight the important areas of consideration for improvement when It comes to the specific thematic pillar. These have been adopted by the municipality to ensure that althrough the plan is localized, it would still directly contribute to national goal for disaster prevention and mitigation.The Municipality of Magsaysay aims to:
- Reduce vulnerability and expose of communities to all hazards; and
- Enhanced capacities of communities to reduce their own risks and cope with the impacts of all hazards.
Disaster Preparedness
The knowledge and capacities developed by governments, professional response organizations, communities and individuals to effectively anticipate, respond to, and recover from the impacts of likely, imminent or current hazard events or conditions. Preparedness actions is carried out within the context of disaster risk reduction and management with the aim of averting disaster. At the same time, preparedness aims to build the capacities needed to effeciently manage all types of emergenices and achieve orderly transitions from response to sustained recovery. Preparedness is based on a sound analysis of disaster risk and good linkages with early warning systems, and includes such activities as continguency planning, stockpiling of equipment and supplies, the development of arrangements for coordinating, evacuation and public information, and associated training and field exercises. These must be supported by formal institutional, legal, and budgetary capacities (RA 10121).
GOAL
Strengthen the preparedness capacity of the community to anticipate, cope and recover from the negative impacts of emergency occurrences and disasters.
OBJECTIVES
- Increase the level of awareness of community to the threads and impacts of all hazards, risk, and vulnerabilities.
- Equip the community with the necessary skills to cope with the negative impacts of disasters,
- Increase the capacity of institutions;
- Develop and implement comprehensive national and local disaster preparedness policies, plans and systems; and
- Strengthen partnership among all key players and stakeholders.
Disaster Response
The provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce health impacts,ensure public safety and meet the basic subsistence needs of the people affected. Disaster response is predominantly focused on immediate and short-term neeeds and is sometimes called "Disaster Relief" (RA 10121).
Refers to the implementation of specific activities to control further spread of infection, outbreak, or epidemics and to prevent reoccurrence. It includes verification, contactracking, rapid risk assessment, case measures, treatment of patients, risk communicaiton , conduct of prevention activities, and rehabilities and reintegration; includes the imposition of minimum public health standards including, but not limited to movement restrictions, partial or complete closure of schools and businessess, imposition of quarantine in specific geographic areas and internatinal or domestic travel restrictions, construction of facilities for the quarantine of health and emergency front liners, and the prepositioning and distribution of personal protective equipment for health workers (RA 1132).
GOAL
Provide life preservation and meet the basic subsistence needs of affected population base on acceptable standards during or immediately after a disaster.
OBJECTIVES
- Decrease the number of preventable deaths and injuries;
- Provide basic subsistence needs of affected population; and
- Immediate restore basic social services.
Disaster Rehabilities and Recovery
REHABILITATION
Measures that ensure the ability of effected communities/areas to restore their normal level of functioning by rebuilding livelihood and damaged infrastructures and increasing the communities organizational capacity (RA 10121)
POST-DISASTER RECOVERY
The restoration andimprovement where appriopriate, of facilities, livelihood and living conditions of disaster-affected communities, including efforts to reduce disaster risk factors, accordance with principles of "build back better" (RA 10121).
GOAL
Maintain the living conditions of disaster-resilient communities through standardizing hazards-resistent infrastructure, promoting sustainble livelihood, and reducing disaster risks in accordance with the "build back better".
OBJECTIVES
- To restore people's means of livelihood and continuity of economic activitiesand business;
- To restore shelter and other buildings/installation;
- To reconstruct infrastructure and other public utilities;
- To assist in the physical and psychological rehabilitation of persons who suffered from the effects of disaster
